A Câmara de Lisboa decidiu há poucos meses instalar vários radares de controlo de velocidade nas principais artérias da cidade. Até aqui tudo normal. O pior é que essa instalação foi feita sem qualquer critério. Perdão com um único critério! Como se explica a instalação destes radares na Avenida General Norton de Matos (Segunda Circular)?
Estamos a falar de uma vida onde há peões a atravessar com regularidade? Não. É verdade que sim, existem alguns (poucos) malucos que o fazem. Eu próprio já constatei isso. Mas esta via tem passagens para peões? Tem semáforos? Tem cruzamento de vias? A resposta a tudo isto é não!
E pior. Alguém me explica o motivo para reduzir a velocidade naquela via que já é das mais lentas do país? Sim é verdade que durante a noite a velocidade ali ultrapassa os limites, mas durante o dia é ridículo. A mobilidade na cidade já é reduzida e com medidas destas só piora.
Para além disso são ridículos os limites impostos em alguns locais como é o caso da Segunda Circular. 80 kmh? É para rir. Não estamos a falar de uma artéria no interior da cidade.
Pior há quem defenda a sua redução para 50 ou 60 kmh. “O OSEC-Observatório de Segurança de Estradas e Cidades (integrado por representantes das forças de segurança, engenheiros e juristas) coordenou um relatório de peritagem em que defende que a Segunda Circular só é segura a uma velocidade máxima de 50 ou 60 quilómetros por hora.” In Expresso http://expresso.clix.pt/gen.pl?p=stories&op=view&fokey=ex.stories/122562
Eu tenho uma sugestão: considero que a medida adequada era mesmo fechar a segunda circular!!! Acabava-se de vez com o problema.
Bem mas a questão é que Lisboa pode ser apenas a ponta do icebergue. Porque na última sexta-feira ouvi o senhor José Ernesto, presidente da Câmara de Évora, afirmar que pretende seguir o exemplo de Lisboa e instalar radares de controlo de velocidade em algumas zonas perigosas da cidade. Para já será apenas instalado o controlo automático de velocidade, mas dentro de seis meses a medida será revista…
Ou muito me engano ou vamos ter afirmações do tipo: “as medidas introduzidas não foram suficientes e blá, blá, venham os radares que precisamos de euros nas contas da autarquia.”
Consta que até quem visitar o templo de Diana a correr terá problemas com as autoridades…
Infelizmente não ouvi ninguém dizer, nem em Lisboa, nem em Évora o que será feito com essas receitas? Melhorar as estradas? Apostar em campanhas de condução civilizada? Renovação e melhoria da sinalização das vias?
